Since my responsibility as First Vice President (beginning 1/1/04) is to plan the convention, I am the person responsible for the decision to reallocate the slots. As requested by one recent writer, I am attaching a comparison of the allocations for last year and this year. As you will see, some units gained slots, some lost, some remained the same.
